The AMFA-SCA Negotiating Committee (“Committee”) is providing this update to the membership at Sun Country Airlines (“Sun Country”). This is the only official source of negotiating communications by the Committee.
The Parties met in Chicago on October 1 (half-day), 2, and 3 for another bargaining session. This was not a mediated bargaining session because the NMB Mediator is prohibited from working during the federal government shutdown.
On Day 1, the Parties reviewed their prior work on Scope and Job Protections in Article 2. After a review and a brief discussion, the Parties tentatively agreed (TA) Article 2. Your Committee viewed this as substantial progress on a difficult topic. We were hopeful this progress would spur momentum for the Company’s upcoming offer on economic issues in its economic term-sheet proposal. However, that hope diminished upon receiving the Company’s economic counter.
Day 2 began with the Company proposing its fourth economic term-sheet. We saw little movement from the Company in this term-sheet except for certain areas of the AMT pay scale at the lower steps and some new ideas on carry-over on vacation/holiday hours. The Company also offered a one-time longevity payment to certain Employees on the existing AMT scale, which AMFA viewed with skepticism, given that the one-time payment does not reward your long and loyal service to the Company moving forward.
AMFA prepared its counterproposal and presented it that afternoon. We sought out areas of alignment on certain economic issues such as A&P License pay and how Leads are paid. The Parties remained unchanged in their positions on group insurances (AMFA proposing the Blue Plan, with the Company proposing no changes from the Orange Plan).
On Day 3, the Company passed another economic term-sheet that changed its offer ever so slightly. AMFA prepared and presented another economic term-sheet, moving similarly. Our hopes for bargaining momentum following from the Scope TA did not, unfortunately, come to fruition. We remain prepared for more discussions and to move productively if the Company reciprocates.
Our next session is scheduled for this week, October 8-9, in Chicago. In our opinion, the Company’s negotiators have been effectively hamstrung by Sun Country executives who are not at the table and have not authorized their negotiators to counter with economic packages that will move the Parties closer to a tentative agreement. We would remind such executives of their obligation under the Railway Labor Act to exert every reasonable effort to make an agreement.
