The AMFA-L3 Harris MAS Negotiating Committee (the “Committee”) is providing this update to the Membership at L3 Harris MAS (“L3”).  This is the only official source of negotiating communications.

The parties met in Belleville, Ontario, from April 14-16, 2026, to conduct reopener discussions pursuant to Appendix F of the collective agreement (CA). Under Appendix F, the parties may engage in limited negotiations over bargaining unit wages and benefits. These recent discussions began with presentations on L3’s recent award of the CC-330 Strategic Tanker Transport Capability (STTC) contract. L3 provided information on the anticipated manpower, operational, and infrastructure requirements associated with the contract. The Company confirmed that the contract would result in significant headcount increases over its duration with no associated reductions in force during the transition period from CC-150 to CC-330.

L3 additionally identified provisions of the CA that, in its view, do not align with the anticipated work on the STTC contract. The CA remains in effect until 2029 and may only be amended with the consent of the Union and the approval of the membership. On a voluntary basis, to facilitate future work on the STTC contract, AMFA agreed to consider contractual amendments beyond the limited scope of Appendix F.

AMFA has conducted its own review of the CA and identified a number of provisions that no longer reflect the prevailing terms and conditions of employment for skilled aircraft maintenance professionals. It is AMFA’s position that the contractual amendments sought by L3 are contingent on enhanced job protection, wages, and benefits for AMFA members.

The discussions between AMFA and L3 were productive, although there are significant issues that have not yet been addressed. Both parties agreed on the need for additional bargaining sessions with dates proposed in late April and early May.
