Statement of Support for the ROTOR Act
Dec 18, 2025

December 18, 2025

The Aircraft Mechanics Fraternal Association (AMFA) applauds the United States Senate for unanimously passing the ROTOR Act. We also commend the bipartisan leadership of Chairman Ted Cruz and Ranking Member Maria Cantwell for their work in writing the ROTOR Act and shepherding it through the Commerce Committee. This bipartisan achievement represents a significant step forward in enhancing aviation safety and strengthening regulatory oversight to ensure the continued protection of the flying public.

As the only craft union representing skilled aircraft maintenance technicians working on fixed-wing aircraft throughout the United States, AMFA recognizes the critical role that clear, enforceable safety standards play in maintaining the highest levels of operational safety. The ROTOR Act advances important measures to address safety risks in congested and complex airspace, ensuring that regulators have the tools needed to respond effectively to evolving operational environments.

We strongly support the Act’s focus on requiring ADS-B In/Out technology in critical aerospace areas. This technology provides real-time position information to both air traffic controllers and flight crews, greatly improving situational awareness, reducing the risk of mid-air collisions, and enhancing the overall efficiency and safety of the National Airspace System.

AMFA looks forward to supporting the implementation of this important legislation and working with lawmakers, regulators, and industry partners to uphold the highest standards of aviation safety.

On Behalf of AMFA National,

Robert R. Cush
Director of Government Affairs
