Statement of Support for the Aviation Funding Solvency Act

The Aircraft Mechanics Fraternal Association (AMFA) applauds the bipartisan leadership of Chairman Sam Graves, Ranking Member Rick Larsen, Aviation Subcommittee Chairman Troy Nehls, and Representative Andre Carson for their work in introducing the Aviation Funding Solvency Act. This bipartisan legislation represents a meaningful and necessary step toward protecting the stability of our aviation system during federal funding lapses and ensuring continuity of critical safety operations.

As the only craft union representing skilled aircraft maintenance technicians working on fixed-wing aircraft throughout the United States, AMFA understands how essential a stable, fully supported aviation workforce is to preserving the highest levels of operational safety. Government shutdowns create unnecessary strain on the National Airspace System, and this legislation provides a clear mechanism to ensure that air traffic controllers and other FAA safety professionals can continue performing their duties without interruption or financial uncertainty.

We strongly support the Act’s focus on ensuring pay continuity for the aviation safety workforce by allowing the FAA to access the Aviation Insurance Revolving Fund during future shutdowns. Providing a reliable funding stream strengthens operational safety, reduces workforce stress, and reinforces the efficiency of the National Airspace System.

AMFA commends Chairman Graves, Ranking Member Larsen, Chairman Nehls, and Representative Carson for demonstrating that bipartisan cooperation can deliver meaningful solutions to protect aviation safety. Their leadership underscores a shared commitment to safeguarding the traveling public and supporting the professionals who maintain and operate our nation’s airspace safely every day.
