The AMFA-L3 Harris MAS Negotiating Committee (the “Committee”) is providing this update to the Membership at L3 Harris MAS (“L3”).  This is the only official source of negotiating communications.

The parties last met in Toronto, Ontario, from May 11–14, to discuss improvements to wages and benefits pursuant to the process set forth in Appendix F of the collective agreement. The parties also discussed the transition to the CC-330 Strategic Tanker Capability (STTC) contract and the new work to be performed by bargaining unit members. 

In order to execute the STTC contract, L3 has proposed significant amendments to the collective agreement beyond the limited areas identified in Appendix F. L3 has also proposed an extension to the current collective agreement to align with the timelines of the company’s implementation plan. Unfortunately, L3 has conditioned any significant improvement to wages and benefits on AMFA’s cooperation in transitioning to the CC-330 STTC contract. 

AMFA has rejected L3’s proposals as inadequate and incomplete. L3 is seeking to amend the collective agreement and fulfill the promises it has already made to the Government of Canada. L3’s economic proposals do not recognize that reality and remain substantially below what AMFA could reasonably expect to achieve in an Appendix F arbitration. L3 has not offered any compelling reason why you should ratify substantial contract changes combined with continued, inadequate wages.

At present, AMFA believes that wages and benefits for 2026-2029 period may be established by an interest arbitration. The interest arbitration will not address the revisions to the contract sought by L3. The parties have additional bargaining scheduled for June 8–10, 2026, and will make a final attempt to reach an agreement that fully addresses the interests of AMFA and its members.
