Press Release: AMFA Statement on FAA’s Final Rule On Drug and Alcohol Testing of Certificated Repair Station Employees Outside the United States

CENTENNIAL, Colo. – December 19, 2024 – The Aircraft Mechanics Fraternal Association (AMFA) National President Bret Oestreich issued the following statement in response to the Federal Aviation Administration’s (FAA) final rule on Drug and Alcohol Testing of Certificated Repair Station Employees Located Outside the United States under CFR 14 Part 120:

“AMFA commends the FAA for finalizing the long-awaited rule addressing drug and alcohol testing for employees at certificated repair stations outside the United States. This measure represents a significant step forward in promoting safety, consistency, and accountability in the global aviation maintenance industry.

For years, AMFA has advocated for uniform safety standards across all maintenance operations, including repair stations located abroad. The absence of mandatory drug and alcohol testing for foreign repair station employees created inconsistencies that jeopardized the integrity of the aviation maintenance system. U.S.-based mechanics are subject to rigorous testing requirements, it is only fair and necessary that the same standards apply to individuals performing critical safety tasks at foreign repair stations on aircraft operating in the U.S.

This rule underscores the FAA’s commitment to leveling the playing field and holding foreign repair stations to the same standards expected of domestic facilities.

AMFA will monitor the implementation of this rule to ensure it is applied effectively and equitably. We will work to ensure that these new testing requirements do not lead to loopholes or compromises in enforcement, and we urge the FAA to remain vigilant in its oversight.

The safety and reliability of the global aviation system depend on ensuring that everyone involved in maintaining aircraft meets the same stringent safety and accountability measures.
